Earl, along with the community and The Elizabeth River Project, created a model Master Plan for reducing stormwater and other impacts during redevelopment of 80 acres on Scotts Creek. Also, volunteers planted more than 500 native trees and shrubs to enhance the riparian buffer. All blasting was moved indoors.
